Overarching Multi Modal policy

The Department of Transport’s Freight Master Plan recognizes the importance and role of all modes of freight transport, these being, road freight, rail freight, sea freight and air freight, as part of an integrated freight system. Each mode should strive to offer an efficient and attractive service for freight users and that the level of efficiency and service offer should dictate their relative success. Government should and will make interventions through regulation and the provision of infrastructure such as roads, rail, ports and airports. Planning for infrastructure aims to maintain freight efficiency and maximize the use of modes with lower environmental impacts, namely rail and water transport.
